You may try below:
1/ New 7th Storey Hotel
they offer good internet rate from US$36 to $50. There are also backpackers’ room rate from US$11/ head.
The location is not centre but convenient, near to a big shopping arcade Parco Bugis.
Of course at this rate, everything is basic but fairly new.

2/ Fragrance Crystal Hotel
a cheap business hotel. A bit far from centre, closer to airport, yet new and a bit better facilitated than new 7th Storey. US$50 room rate is a good value

3/ Perak Hotel
This is situated in the exotic Little India district which I love. Smell of curry and spices. Convenient to go to other areas. Warm, small and cosy. But it costs more. http://www.peraklodge.net/
www.zuji.com is doing a special rate better that Perak is offering on their own web. Other travel webs may offer special rates too. Around US$90
Most of the other hotels in the city centre are either expensive or very worn down. Hope you find this useful.

it really depends on what is considered cheap to you.
there’s a place called Hangout@Emily which is worth a try. it is nestled in the enclave of Mt. Emily Park, somewhere further into Sophia Road. Not the most ideal location for travellers who doesn’t have a rented car since it’s pretty deep into the area. the nearest MRT is probably either Little India MRT or Dhoby Ghaut.
Twin rooms (2 single beds) start at S$100++ and goes right up to Quin rooms (1 single bed + 2 queen beds) at S$250++.
It’s a quiet area, very serene and peaceful. So near yet so far from the hustle and bustle of city living.
downstairs the hotel is a restaurant called Wild Rockets. i dunno what type of cuisine you’d consider. probably fusion (the generic category which serves a mixture of cuisines, heh.). Nice place to sit down for a drink or two.
have a good trip to Singapore!
