    Easily achievable. Not sure what you want to see in Sheffield?? or Liverpool, London will cost a fair bit for very small hotel rooms so be careful.

    england is a very expensive country.. i would recommend to get a membership in a backpacker community… these allow you to stay in backpacker hotels anywhere in the world for only a couple of bucks a night… they are not the nicest places to stay at but they are cheap.. i would say 4000 to 6000$$ should be enough depending on how long you are staying.. even if you get the tickets in advanced the will still be around 900- 1000 $

    Ask you travel agent whom you book your flights with about a rail pass. These passes are cheaper when buying them in another country than they are if purchasing in England. Also ask them about accomodation especially for London as they often have deals or also try on the internet for bargain accomodation England . Go to the Lake district it is lovely there but really you could do with a car for there. Also Pool dorset Devon Cornwall areas are lovely. There is also Back packer accomodation that would be cheap sometimes you can get a double room at them . Buy some of your food at supermarkets or Marks and spencers have yummy food. Bus travel is cheaper than the train.

    For your airfare expect something like $US 1000, but do check in comparison sites, like skyscanner.com,and see what your local travel agency has on offer. Often packet trips to London, including a few nights in a hotel, cost no more than the best ticket you can find yourself.
    Staying with family should cost you little, unless you plan on taking them out on your cost.

    Traveling as tourist in the UK you can expect to need at least 75 pound per person per day, but that can go up if you stay in hotels, eat in fancy restaurants and do lots of expensive touristy things, like visiting all London sights in two days.
    Plan for 100 pound per day for your whole trip, if you do not have as much by the time you have to start booking, ask again, as prices and exchange rates do change and different people use different amounts.

    For travel within England, if you know your travel dates in advance, have your contacts in England book a train ticket for you, off peak, as soon as you know when you travel/the ticket comes available. That way you can sometimes get 20 pound tickets for long distances. If you buy a ticket for same train on the day of travel you can expect to pay much more, specially if you want to start your travel before 9:30 AM.

    Do not restict yourself to the two towns you have relatives or friends and London, England has so much more to offer.
    Taking day trips from Liverpool or Sheffield you can already see a lot, specially if the hosts drive you around.
    If you plan on traveling around a lot, specially if you do not plan on buying tickets well before traveling, a rail pass can be useful.
    Again, ask just before the time you plan to travel, like 4 months in advance, as prices and conditions do change over the years.

    How much you need in total depends on how long you go and how long you stay with the family.
    And on your planned lifestyle.
    For $4000 each I guess that at this time you can travel to England and play tourist in a modest way for about 3 weeks.
    If it is $4000 between you, about one week playing tourist and being dependend on your family while being there.

    It really depends on the conversion rate first of all.

    But here are some tips:
    Food in general is quite expensive compared to America (smaller portions). However, if you visit cities, try to get out of the main shopping areas to some backstreets, and you will find cheaper places.

    For travelling around the country, go to http://www.britrail.com. You can buy your tickets in advance, which will be of huge savings and you might have extra discounts depending on your age. This will allow you to go on most trains that you need.

    For visiting famous landmarks, buildings, exhibitions, etc. book your tickets in advance if possible and over the internet. Some places you cannot get in without advanced tickets. Again big money saver.

    Hotels, they are a bit more expensive and probably one star lower in rating then equivalant in America. Do not bother with full service, just have Bed & Breakfast. Again book something just outside the busy areas and use public transport to get round. You can easily get day tickets or weekly passes.

    For London travel get an Oyster card, you can top this op and you will have access to underground and busses. Go to http://tfl.gov.uk for more information.
