I not local, but many friends has visited Niagara Falls.
Only cheap bus will be Niagara Frontier Transportation Authority, which is #210 Airport Express which goes to/from Niagara Fall.
It cost you $2.65 because it cross 4 zones.
If you miss it, it only expensive taxi, shuttle, etc.
