you won’t find many hotels with working fireplaces in the rooms as they are a fire hazard and health and safety would dictate that they are replaced with central heating. For the cozy feeling you are looking for, try either Malmaison hotel (Oxford or London) or the Ritz.
Malmaison gets my vote (but no fireplaces)
I think the Ritz is likely to be just a shade outside most of our budgets ….. worse luck !
